This is the national figure for an adult's birthday gift, not a breakdown for a boyfriend — no published survey we could find breaks spending down by relationship, and the per-relationship numbers you will see elsewhere carry no source.
Why this works when it works
Early on, a gift carries two messages: the thing itself, and the amount. The second one is louder and harder to control. Spend a lot and it can read as pressure; spend nothing and it reads as indifference. Neither is what anyone intends, and both are avoidable by aiming at a specific, low-stakes thing he actually mentioned.
Specific and inexpensive is the safe quadrant, and it is also the one that signals attention rather than investment. Twenty-five to sixty dollars sits comfortably under the typical birthday amount, which for a new relationship is a feature.
What makes it fail
Anything that assumes a future. Matching items, anything engraved, anything for a home you do not share. These are the gifts people describe years later with a wince, and the problem was never the object.
Also inside jokes made permanent. A joke on a mug is funny once and then it is a mug you cannot throw away.
The question worth asking first
Find out what he did for his last birthday before this one. People who mark birthdays elaborately and people who ignore them entirely need different gifts, and this is the cheapest possible way to find out which he is.
When this is the wrong gift
Not if you have already discussed not exchanging gifts. Turning up with one anyway is a unilateral change to an agreement, and it obliges him to feel bad on his own birthday.
Not for a milestone birthday early in a relationship. A thirtieth or fortieth in month three is a genuinely awkward combination: the occasion calls for more than the relationship does. In that case join whatever his friends or family are organising rather than competing with it.
Not something that lives at your place. A gift he cannot take home is a gift to the relationship rather than to him, and early on those are not the same thing.
